The 2026 Energy Economy and Carbon Peaking and Carbon Neutrality High-Quality Development Forum was held in Yulin, Shaanxi Province, on August 6. Under the theme “Toward New, Toward Green, Toward Future,” the forum provided a platform for dialogue and the sharing of green transition practices.
On August 11, People’s Daily published highlights from the forum. Tan Mu, Member of the Standing Committee of the CPC CRRC Committee and Vice President of CRRC, contributed the following remarks on the company’s practices in advancing China’s carbon peaking and carbon neutrality goals.
Advancing Energy Conservation and Carbon Reduction Across Operations

CRRC released its Carbon Peaking and Carbon Neutrality Action Plan in September 2021, committing to strive for carbon neutrality in its operations by 2035 and across its entire value chain by 2050. To advance these goals, CRRC has focused on eight areas:
Strengthening strategic planning: Integrating green development into the company’s overall high-quality development strategy, covering green investment, innovation, manufacturing, products and services, low-carbon supply chains, and corporate development.
Strengthening emissions management: Incorporating both carbon intensity and total carbon emissions into operational performance assessments.
Strengthening source control: Requiring carbon emissions assessments during the feasibility study stage of all construction projects.
Using economic incentives: Establishing an internal carbon trading mechanism to encourage energy conservation and emissions reduction.
Advancing digital carbon management: Developing an intelligent carbon management platform to centralize carbon data and automate emissions accounting.
Integrating carbon reduction into R&D: Advancing product carbon footprint accounting and publishing the world’s first carbon footprint report for a pure-electric new-energy locomotive.
Promoting leading practices: During the 14th Five-Year Plan period, 41 CRRC companies were recognized as national-level green factories and 10 as national-level green supply chain management enterprises.
Developing carbon-related services: Building on its carbon reduction expertise to provide five categories of services covering carbon management, accounting, reduction, trading, and value development. Looking ahead, CRRC will continue advancing its green and low-carbon transition across its operations, supporting progress toward China’s carbon peaking and carbon neutrality goals and contributing to high-quality economic and social development.
