  CCTV News recently aired an in-depth feature titled Offshore Wind Power: How a Border City Rises and an Industrial Base Transforms, highlighting CRRC Zhuzhou Institute’s wind power manufacturing base in Dandong, Liaoning, emphasizing its rise as a strategic hub for offshore wind development in Northeast China.

 A 5,000m² “Heart of Wind Power” to Start Operations This Year

  The report featured the base’s 5,000m² turbine assembly plant, set to begin operations later this year, and emphasized Dandong’s unique advantage—holding half of Liaoning’s offshore wind construction quota. The facility will support a full wind power industrial chain, including R&D, production, transport, and smart operations.

  A New Smart Manufacturing Hub for Offshore Wind

  Utilizing rich offshore wind resources and a strategic location, the Dandong Base is being built as a full industrial chain wind power equipment facility. Phase I (turbine production) is slated for 2025, with Phase II (towers and mono-piles) reaching full capacity by 2026. The base has secured a 1GW project with China Huadian and is participating in a 2GW provincial bidding project.

  The base has already secured a 1 GW project with China Huadian and is participating in Liaonings 7 GW offshore wind project bidding, including Dandongs exclusive 2 GW project. The Huadian Phase I project will use 84 units of 12MW turbines.

  From “Hardcore Manufacturing” to “Green Empowerment”

  CRRC Zhuzhou Institute has long championed a development approach rooted in technology leadership, industrial synergy, and green growth. The Dandong Base exemplifies this vision with its integrated production of turbines and tower structures, cutting logistics costs and boosting delivery efficiency.

  Building on CRRCs experience in digital manufacturing, the site will also explore hydrogen and energy storage integration. Located near Dandong Port, it will serve markets across Northeast China and Northeast Asia, with ambitions to reach Belt and Road countries by 2030.

  CCTV described the base as both a new blue ocean for wind power and a new benchmark for green development, marking CRRCs strategic role in revitalizing the region through clean energy.
