To implement China’s rural revitalization strategy and strengthen the role of central SOEs in leading coordinated development, CRRC Chairman Sun Yongcai led a delegation to Jingxi City and Napo County in Baise, Guangxi, to assess targeted assistance efforts and deepen collaboration under China’s rural revitalization strategy. He was joined by senior CRRC leadership and representatives from CRRC ZELC and the CRRC Zhuzhou Institute. Baise Party Secretary Huang Rusheng and other city and county leaders participated in discussions.

  Deepening Cooperation for Shared Progress

In a joint discussion between CRRC and the Baise municipal government, both sides exchanged views on strengthening cooperation and reached several key agreements. Sun expressed gratitude for Baises longstanding support, noting CRRCs commitment to building a dual-track, dual-cluster industrial development model. He expressed hope for deeper collaboration in developing the new energy sector in Baise, aligning with President Xis call for rural revitalization and agricultural modernization. The two sides aim to create a national model for rural development as part of China’s modernization drive.

Huang Rusheng welcomed the delegation and thanked CRRC for 23 years of continuous assistance to Jingxi and Napo, including its contributions in personnel and resources. He affirmed Baise’s strong partnership with CRRC and looked forward to expanded collaboration in industry, rural revitalization, and education and training.

The two sides also discussed the development of CRRC’s local projects, training of seconded CRRC personnel, and broader partnership opportunities. Officials from Baise New District, the city’s Development and Reform Commission, and local enterprises participated in the discussions.

  Longstanding Ties, Ongoing Commitment

CRRC signed party-building agreements with Jingxi and Napo, and donated RMB 1.5 million to both areas in support of local industrial development and expressed appreciation for the cooperation to date.  He highlighted the significant improvement in livelihoods and morale in both regions, crediting local governments and CRRC teams for their dedication and collaboration.

Looking ahead to the final year of the five-year rural revitalization transition (and the closing year of China’s 14th Five-Year Plan), Sun emphasized the importance of focused efforts. CRRC will continue to advance assistance in industry, education, consumption, public services, digital access, talent development, and supervision to elevate the partnership to new levels.

  Community Engagement and Field Visits

During the visit, Sun and his team visited families in need, offering support and encouragement. He listened to their concerns, asked about health and education, and presented care packages—urging them to remain confident and build better lives through diligence and strong local policies.

In Jingxi, Sun visited Xinqiaotun in Xinling Village, Hurun County, where CRRC is supporting residential upgrades. He also visited Xinyulong Packaging Manufacturing Co., Ltd., a CRRC-supported enterprise, to discuss business performance and development plans.

In Napo, the delegation visited Napo High School and CRRC’s Smart Agriculture Demonstration Park in Longping Village. They assessed outcomes, identified challenges, and provided guidance for future improvements.

Finally, the delegation visited CRRC’s New Energy Equipment Base in Baise, where Sun met frontline workers and inspected project progress. He urged staff to uphold national strategies and fulfill CRRC’s political, economic, and social responsibilities as a central SOE—aiming to build a model enterprise in the clean energy sector and further enhance the CRRC brand.

At CRRCs Baise New Energy Equipment Base, Sun met front-line staff and urged continued excellence in clean energy manufacturing, aligning with national strategy and CRRCs role as a central SOE.
