The annual government work report pointed out that a new pattern of comprehensive openness should be promoted. We will further expand the scope and level of opening-up, improve the layout and institutional mechanism of open structures, and promote high-quality development with a high-level openness.
Regarding the promotion of " Belt and Road Initiative", the government work report pointed out that we should insist the joint development and implement the outcomes of “Belt and Road Initiative ”international cooperation forum. We will promote the construction of international channels and deepen cooperation on major custom clearance along the routes. Moreover, we will expand international capacity cooperation and drive China's manufacturing and services industry “going global”. The structure of foreign investment should be optimized and we will be more open in the western, inland and border areas and develop new chance for economic cooperation.
During the two sessions, the “Belt and Road Initiative" became a hot topic among deputies.
When talking the “Belt and Road Initiative" construction and international competition experience, the NPC deputy, Chairman of the Board and Party Secretary of CRRC ZELC Zhou Qinghe said, to promote the “Belt and Road Initiative" international cooperation and build further opening pattern, we need to work hard from following aspects. Firstly, we need promote innovation-driven development and carrying out international cooperation from "Made in China" to "Intelligent manufacturing in China". He said that without development ability , we would not be able to achieve "going global” or build the “Belt and Road Initiative" to provide Chinese intelligence, Chinese solutions and Chinese products.
Secondly, we need to transform from the strategy of simply products exporting to win-win cooperation. At present, CRRC ZELC has been established three industry bases in Malaysia, South Africa and Turkey, which owns nearly 500 employees. The localization rate is over 80% which signs that we achieved transformation from " products output " to "output of products + services + technology + management + capital" and paving the way from "going global" to "walking inside" and " walking up" .
Finally, the enterprises should go out together. One enterprise "going global" along is difficult, but the relevant enterprises (industrial cluster) go out together is undoubtedly more powerful and can provide more Chinese intelligence and Chinese solutions.
