Since the very beginning of its foundation, our company has established the environmental and occupational health and safety guideline of “legal enterprise management, clean production, intrinsic safety, continuous improvement”, adhered consistently to the “people-oriented” principle, maintained the interests of employees and produced safely according to law, continuously created self-management methods, and ensured the safety and health of employees of the enterprise. The company has always paid much attention to and abided by the Law on Prevention and Control of Occupational Diseases, made great efforts in occupational hazard source control, occupational hazard treatment, workplace occupational health testing and health surveillance, achieved good results, and played an active role in working environment improvement, occupational health safeguard and enterprise sustainable development enhancement.

Firstly, in accordance with the Law on Prevention and Control of Occupational Diseases and combining with the actual conditions, the company has conducted the whole-staff education and training in various forms such as team learning, training class, internal television, local area network and newspaper. Each year, we organize the employees to attend education and training on system knowledge, safety operation procedures and knowledge on prevention and control of occupational diseases, arrange prevention knowledge learning and organize training in self and mutual medical aid in a targeted manner combining with the occupational hazard factors existing in the job position, and register the training contents and assessment results in the staff education records to strengthen the self-protection awareness and ensure that the working staff is provided with basic protection knowledge and skills. Since 2010, we have organized successively middle management training for 165 persons, professional manager training for 78 persons and occupational hazard working staff training for 1600 persons.

We have included the prevention and control of occupational diseases into the “environmental safety month”, organized series of propaganda via television and newspaper, widely mobilized employees to actively participate in series of activities such as “prize giving knowledge contest on employee safety and health” organized by the safety supervision bureau, further strengthened the self-protection awareness of the whole staff.

Secondly, we have strengthened the function, perfected the system, and established the clearly defined management framework and professional system. The company has established the management system of prevention and control of occupational diseases based on the principle of “level-by-level administration, supervision and management by Safety Technology Department, masses supervision by labor union and whole staff participation”. The company sets up the safety production committee, with a leading group for prevention and control of occupational diseases, holds safety committee meetings on a regular basis, develops plans on prevention and control of occupational diseases, and leads and coordinates the work on prevention and control of occupational diseases in a unified manner.

The company orders Safety Technology and Environmental Protection Department to take charge of the occupational health work of the entire company, be responsible for developing rules and regulations, and supervise each department to conduct prevention and control of occupational diseases. Departments exposed to occupational hazard factors are provided with full-time and part-time safety supervisors to manage the occupational health work, forming a complete management network from top to bottom.

In the aspect of system perfection, the company has formulated successively rules and regulations such as Management Procedures on Environmental and Occupational Health and Safety Responsibility System, Management Procedures on Prevention of Occupational Diseases, and Emergency Plan for Sudden Public Health Events.

According to the industry characteristics of machine manufacturing and combining with the company's actual conditions, we timely revise the documents of environmental and occupational health and safety management system annually, which basically form the company-wide occupational health management system, incorporate each content of the Law on Prevention and Control of Occupational Diseases into each system, clarify each department’s responsibilities and standardize the occupational health management activities.

To implement each rules and regulations, Safety Technology Department signs a target responsibility document on safety and environmental protection and occupational health with each department every year to decompose the responsibilities to each employee, which strengthens the implementation of the responsibility system of prevention and control of occupational diseases, and formulates Performance Assessment Methods of Safety Technology and Environmental Protection Department as the basis for assessing each department’s occupational health management, which is included into the company’s performance assessment system.

Thirdly, we control hazard sources, strengthen field monitoring, and achieve work on prevention and control of occupational diseases for the whole process.

In recent years, as the company expands, revamps and newly builds many projects, we gradually decrease the occupational hazard factors by adopting new processes, new equipment, new technologies and new materials, improve the effect on prevention and control of occupational health, and faithfully implement the “Three Simultaneous Steps” for occupational health for newly built, revamped and expanded projects to reduce the occupational hazard factors from the source.

Combining with hazard source identification and assessment, we have determined the working points with occupation hazard, and issued to each department of the company in the form of a list of hazard sources. Each year, the company conducts inspection and evaluation of hazard factors of occupational diseases on a regular basis. In 2010, there were 80 working points with occupational hazard in the company, and Tangshan Disease Prevention & Control Center inspected all the working points of the company, with a qualified rate of 100%.

The company attaches great importance to occupational health hazard treatment, actively organizes forces to conduct technological breakthroughs, increases its effort in hazard treatment in the workplace, continually eliminate occupational hazards such as noise and dust toxicant, and creates favorable working environment for employees. We have effectively protected the employees’ safety and health through strengthening individual protection in various aspects.

Fourthly, we maintain employees’ health rights by performing health surveillance according to law. The company organizes employees engaged in work with occupational hazards to take pre-job, on-job and post-job occupational health examinations. We create occupational health surveillance files and health cards, and inform each employee of the health examination results. In 2010, the number of employees engaged in work with occupational hazards was in total 2107, in which the number of employees to be examined was 1923, and the actual number of employees examined was 1923, at an examination rate of 100%.
