In 1923, the Ministry of Traffic of the Republic of China invested to build Huanggutun Garage. Fengtian-Yuguan Railway Administration of Traffic Committee of three Northeastern Provinces of China was responsible for making preparations, and the garage started construction in Apr. 1925.

In 1948, Huanggutun Garage was renamed to be Huanggutun Railway Works.

At the initial period of state foundation, the Works rushed to repair and produced “Model Beiping” and “Model Nanjing” Locomotive.

In 1956, the Ministry of Railway divided the Works into Passenger Cars Garage (southern plant) and Wagons Garage (northern plant), which merged to be Shenyang Locomotive and Rolling Stock Plant in 1958.

At the beginning of 1970s, the Ministry of Railway and the Ministry of Traffic was combined to be the Ministry of Communications, so Shenyang Locomotive and Rolling Stock Plant was subordinate to the Industry Bureau of the Ministry of Communications, and was subordinate to the Industry Bureau of the Ministry of Railway in 1975.

In 1985, the Plant became one of the enterprises affiliated to Locomotive and Rolling Stock Industry Corporation of the Ministry of Railway.

On Sep. 1, 2000, the former CRRC was reorganized and formed CSR and CNR companies, and Shenyang Locomotive and Rolling Stock Plant became an enterprise of CNR.

On Jun. 18, 2002, Shenyang Locomotive and Rolling Stock Plant was registered to be Shenyang Locomotive and Rolling Stock Co., Ltd.

On Oct. 16, 2009, Shenyang Locomotive and Rolling Stock Co., Ltd. formally started the new plant movement, moving from No. 75, Kunshanxi Road, Huanggu District, Shenyang City to No. 28, Kaifa Road, Shenyang Economic and Technological Development Zone.

In 2015, the former CSR and CNR were incorporate formally and became CRRC Corporation. On Jan. 6, 2016, the Company was renamed to be CRRC SHENYANG CO., LTD.
