Sun Yongcai, male, born in 1964, Chinese, having no permanent residency in foreign countries; PhD; professor-level Senior Engineer; Party Secretary, Chairman and Executive Director of CRRC Corporation Limited, also Chariman, Party Secretary, General Manager, of CRRC Group. Mr. Sun was Director, Vice General Manager, Party Secretary, Vice Chairman and Vice General Manager of Dalian Locomotive and Rolling Stock Works. He also worked as Vice Chairman and Vice General Manager of Dalian Dali Rail Transit Equipment Co., Ltd., and Chief Engineer and a member of the CPC Standing Committee of CNR. He was Vice President and a member of the CPC Standing Committee of CNR from December 2010 to May 2015, a member of CRRC's Standing Committee from May 2015 to September 2017, and Vice President from June 2015 to May 2017. Mr. Sun has been serving as CRRC's Executive Director since June 2017, Vice Party Secretary, and also Vice Party Secretary, Director of CRRC Group from September 2017 to March 2021. Since March 2021, he has been the Party Secretary, Chairman of CRRC Group. Mr. Sun is entitled to the Special Government Allowance, granted by the State Council. He was awarded the first prize of National Science and technology progress award, National Innovation Award, Outstanding Winner and First Prize of China Railway Society . In 2018, he was awarded the title of "reform pioneer" by the CPC Central Committee and the State Council for the 40th anniversary of reform and openning up, and was awarded the title of the "Fuxing" hign-speed train development host. In 2019 he was awarded by 9 ministries and commisions, including the Publicity Department and the Organization Department of the Central Committee of CPC, the title of "the most beautiful Striver" to the 70th Anniversary of the founding of People's Republic of China.
