HXD3B0499 electric locomotive made by CNR Dalian Locomotive & Rolling Stock Co., Ltd arrived at Sujiatun Depot of Shenyang Railways Bureau in preparation for operation. So far 500 units of HXD3B electric locomotives with 9600kW have all been delivered. These electric locomotives, scattering into six depots of Beijing Railways Bureau and Shenyang Railways Bureau, are now undertaking the heavy-haul freight transportation on many railway main lines such as Harbin to Dalian, Beijing to Shenyang and Beijing to Jiulong, etc..

HXD3B electric locomotive is not only the highest level locomotive in China but also advanced in the world. Such electric locomotive, derived from HXD3C electric locomotive with 7200kW, is China’s brand locomotive. It is another self-designed product by Dalian Locomotive & Rolling Stock Co., Ltd with independent IPR. In February, 2007, a contract of supplying 500 type HXD3B electriczal locomotives was signed between the Ministry of Railways and CNR Dalian Locomotive & Rolling Stock Co., Ltd. The total contract value is RMB11.3 billion. On 29 December 2008, the first HXD3B locomotive rolled out. It is a brand new product with maximum single power and highest technical level. It has excellent performance in terms of traction and regeneration braking which is able to haul 5000 ton wagon train with the speed of 120km/h. thus it become the main model for freight traction of domestic railway transportation.

On 21 March, 2009, Chinese Premier Wen Jiabao inspected CNR Dalian Locomotive & Rolling Stock Co., Ltd during his investigation in Northeastern Liaoning Province. Premier Wen stepped up the driver cab of HXD3B locomotive and praised Dalian Locomotive & Rolling Stock Co., Ltd in the forefront of researching modern electric locomotive technologies. He encouraged all staff “First, Chinese transportation need a modern railway net. Second, rolling stock industry is able to bring along many other industries”

HXD3B electric locomotives are not only used for freight transport but also can be used for passenger transport during the busy time. Statistics show that there are 62 HXD3B electric locomotives in total acting as the tractive locomotives for passenger trains during the Spring Festival this year, in which there are “Mao Zedong” electric locomotives hauling passenger trains on Beijing to Jiulong line.
